I have similar thoughts on Cg (I mean runtime, not the compiler itself). Few version ago Cg--OpenGL interoperability was broken (no OGL 3.0 support, no GLSL >=1.5 etc.) so I've quit and use raw GLSL since then.
Another alternative is http://www.plane9.com it isn't as advanced as most others though. But has a few fun effects to play around with and the editor compiles the CgFx code in realtime.

Does PerfHud work on laptop cards by now? It's been a while since I last tried it and I've moved to Pix since, but I miss the fancy overlay :)
2 years ago, Nvidia is 100% engaged in the chips war against ATI, we've no more DX/OGL SDKs,FXC,CG is being left behind,PrefHud also .....
